Here are two countries: U and I. U launches an attack upon I, invades it, and occupies it. Here is another country: S S is not at war with either U or I, because S has attacked neither, invaded neither, nor occupied either. S is not at war with either U or I. S is, however, antagonistic towards U`s invasion of I, and so it supports U`s opponents in I with guns and other weapons. Now, Rog, the question: Does S`s material support to I give U the right to launch attacks against S? The correct answer is "No". It was "No" when the actors were "USSR" vs "Afghanistan" with the "USA" providing material support to the Afghans. It was "No" when the actors were "North Vietnam" vs "USA" with the "USSR" providing material support to the Viet Cong. It is "No" now. |
