It is quite common that in negotiations with neighbors, especially Syria, Israel expects to get everything they want at the time the agreement is finalized. The Arabs can expect to get their end many years later, if they have been good. In this case Yadlin expects that the Syrians will comply with Israels wishes even before any agreement is made. This is sheer silliness. If Israel wants an agreement with Syria then they need to give as well as receive. There have been no indications that Israel is leaving the Golan anytime soon. Why should Syria then meet all of Israrels demands? Israel needs this agreement more than Syria. The Golan is not going anywhere and a peace agreement after a few years is OK for Syria. Not for Israel though. If Israel wants to receive now they must give now.
