After Pope Pius XI ordered Monsignor Pacelli to stop his dealings with the Russian in the middle / end of the 1920 his later successor as Pius XII apparently felt unable to change this ordered given by the Pope Pius XI. After Monsignor now already as Nuncios and becoming Pius XII he invoked the seldom used powerful order of ? infallibility of the Pope ?.
The Vatican?s authorities speak about Pius XII only this could be a possible explanation of Pope Benedict XVI hesitations to order the procedure which would lead to Pope Pius XII become a Vatican declared Saint. - The clarification in depth into Pius XII motivation and action reached the ? stumbling stones ? by the double headed function as a sovereign in politics and also being representative of Jesus on earth -
