The end-game is supposed to be "comprehensive peace".

The Arabs are the people who are putting up a proposal on how to *get* to that end-game.

Because the Arabs are saying:
If
1) you pick up this plan
and
2) take it with you to the negotiating table
then
3) that is the best chance that the resulting negotiations will get everyone over the line.

Now, with that in mind....

I am the *only* person who sees the linguistic trick that Peres has just pulled?

You are meant to assume that he is talking about "negotiating towards a comprehensive peace".

He isn`t: he is talking about "negotiating what is in the Saudi Plan".

He is, in short, still refusing to sit at the Big Table, because he is saying that the agenda that is being proposed is still unacceptable to him.
