Arab host countries have always treated the Palestinians as second class citizens. Mr.Mubarak and his sponsors in Saudi Arabia, would force Israel into accepting this mass exodus of embarrassing refugees who clog their respective cities with so called refugee camps, which are no more than run down "barrios" full of humanity in its worst form. No one cares for them, except the West and its charitable NGO·s of good and well meaning doctors, nurses and social workers.
The one main stumbling block of the Saudi Initiative. Who wants to take care of some 4 million displaced people most of whom were born in "exile". There is a way, its called the West Bank and a large swath of land to be donated by Jordan will do quite fine. A fund set up by the EU / World Bank, managed by a Western Agency, not the wasteful UN could just work. Then maybe, just maybe Israel can sweep aside all other objections and make final peace or war with the Arab States. It all goes with the neighborhood.
