If Russia is providing charitable foreign aid to some of its neighbors -- for example natural gas at subsidized prices below market value -- it has the right to expect at the minimum that the recipients will not undertake hostile activities toward it, e.g. joining NATO, which was formed specifically against Russia and the Soviet Union. The United States does the same thing, giving or withholding foreign aid depending on how friendly the recipient acts: vote with the US at the UN and you might get aid, vote against the US and your aid will be stopped.

How is Russia so different from the US?
