Parents can demand that English instruction begin kindergarden. They can demand it begin in preschool. They can demand it begin in the womb. However, and read my lips: there is a severe shortage of English teachers, so who may I ask is supposed to teach these wonderful English lesson in Israelis educational utopia. For now, the only option is for parents to turn to private teachers and pay anywhere from 80-150 NIS per hour.

Perhaps Kashti could write a follow-up on the state of qualified English teachers in the educational system. He could then match those numbers with a calculation of just how many more teachers would be needed if English instruction were to begin earlier as discussed in this article and see how the numbers crunch.
