Other than Henry Kissinger, the rest of the honorable U.S. State Department Secretaries, had direct/indirect dealings with current Mullah`s ruling Iran for the past 27 years. Just wondering who was it that send a key in shape of Cake along with a Bible, started the Iran-Contra scandal? That was not direct talks?

One way or other all of the U.S. State Department heads had meetings and dialogue with ruling Mullah`s in Iran.
