In Europe, it provokes Russia into noncooperation with the U.S. Missile defense in Poland is seen as a threat to Russia, who will soon have the only access to the International Space Station for 5 years. Encouraging former Soviet Republics to join NATO promotes an IN YOUR FACE attitude that leads to many problems with Russia.
