The Palestinians have a right to resist the occupation but not resistance "in all its forms". For example, the deliberate targeting of civilians, i.e., terrorim, is expressly prohibited by International Humanitarian Law. So, if the Palestinians try the suicide-bomber option again, not only will they be on the wrong side of the law and lose international support, but they`re going to have a much harder time infiltrating into Israel due to the security barrier and checkpoints which were not in place during the first two years of Intifada II.
Regardless of the method of "resistance", the occupying power also has a right to "eliminate organized resistance", make the local government (the PA) incapable of functioning publically, and imposing martial law to restore law and order.
In other words, if the Palestinians attempt to carry out Qureia`s threat, they may wind up back in the pre-Oslo days when there was no PA and the PLO was stuck in Tunis. |
