No, it was a promise by the British to the Jews that they could come to a land that was neither under Britain`s control nor sovereignty.

It therefore had no legal standing at all.

THAT`s when it gained legal standing, indeed true.

And THAT`s where your argument falls down: the LoN clearly excluded any territory east of the Jordan River from the application of the Balfour Declaration (Article 25 of Mandate, if you care to look).
