As to the veto, yes, its a lousy system but its a heck of a lot better than vesting contol in the Arab block (whose countries outnumber all others). It would be a shallow view of democracy to simply give each state equal power. True democracies have checks and balances that protect those historically disadvantaged and that is the Jews. Virtually all national groups victimized the Jews, including the Pals and those Arab states that do their bidding. The state of Israel took in the Jewish refugees from Arab states? Arab states should do the same with the Pals.
