With the notable exception of the Kurds, the Iraqi population is still hostile to Israel and out of pride would refuse any assistance or any kind of working relationship even if it is to their benefit. This individual Mr al-Alousi, who spend a great deal of time in the west and became accustom to their civil norms and practices is sadly a lone wolf. G-d willing a time will come that Israel and Iraq will have a good and positive relationship, but I do not see it in the near future.
