Then, fact is you CAN teach Arabs democracy.
See the Arab members of the Knesset, and the elections to
the Palestinian parliament.
Granted, there is still no Arab democratic country, but saying something equivalent to stating that the ignorance of
democracy is inscribed in the Arab genome
is scandalously racist.
Not all nation on this planet have followed the same historical track as the European countries.
