They often create Cults of Personalities and have people who pop-in-and-out of hero worship for them on a level of a-teenage-girl-pining-over-a-celebrity. Surely, often they are evil. Yet, the famous line from Mel Brooks is "its good to be the king".
As long, as they(Saddam Hussein) don`t step (Kuwaiti assassination attempt) on the toes of the ruling class (Bush 41)in the superpowers, they survive and thrive. It takes work and skill to rule a country
