Obama staffers have said that they will spend their first year in office undoing as much of the damage that Bush has done as they are able. Any "executive decision" that one American president can create with the stroke of a pen can just as easily be undone. Iraq cannot even begin the process of stabilization and normalization until all the American troops are gone.
