Both Menachem Begin and Itzhak Shamir were both terrorist leaders in their early days. Each of them were responsible for far more deaths than was Samir Kuntar. In the end, they left the terrorist lifestyle behind and in later life they both became prime ministers of Israel and Nobel Peace Prize winners. Kuntar, at least, has paid for his crime with 30 years in prison. Both Begin and Shamir avoided paying for their terrorist activities.
