By its actions, Israel is setting the price for Gilad Shalit.

When he was first taken, Israel invaded and pretty much leveled many parts of Gaza, killed a lot of people and took prisoners. Israel then took more prisoners in the West Bank, no charge, no trial, except one. The IDF tried one Hamas legislator, but couldn`t make a case. Then they argued that he shouldn`t be released because of his exchange value for Shalit. He and the others like him are hostages Israel holds.

Every time Israel takes somebody without charge or trial, Israel raises the price Hamas asks for Shalit.

Israel is setting the price, and has been since the invasion in 2006. The dysfunctional Olmert government is the one upping the ante. The very acts the Olmert government uses to obtain leverage are controlling the situation.
