Try all prisoners for the crime they committed. Have all who are convicted serve their sentence. Release the rest. This might sound reasonable in most of the world, but in Israel under administrative detention thousands are arrested, never tried for any crime, and simply held at the pleasure of the state. Release all not charged with a crime (political prisoners).
