Because Israeli law is legal fiction, as far as the rest of the world is concerned. To the rest of the world the Golan is Syrian property, waiting to be given back to its owner.

Israelis living in the Golan, like those living in illegal settlements like Maaleh Adumim, are profiteers of the occupations and obstacles to peace, as far as the rest of the world is concerned.
