I think the little Bush (Olmert) means that if lebanon becomes controled by Hizbullah Islamic militants, that Lebanon will be allowed free attacks against israel without any restraint, while Israel (as instructed by the USA), will tolerate, watch do, and say & do only whatever helps the US Administration.
