It is sad to hear that after nearly 2000 years of exile, and the rebirth of our own Land, there are still stories of "floroushing" Jewish communities in exilic Lands.
Chabad and other outreach groups in the Diaspora, should realise that exile and redemption cannot co-exist.
It is hypocritical to cry "Mashiach now", (which entails the immediate ingathering of the Jewish people in EretzYisrael), and at the same time pour millions of dollars into foreign Lands, often planning for an indefinite future in exile.
By all means cater for the Jewish needs in foreign Lands, but do not encorouge a Jewish "revival" in exile.
This is an insult to the kindness shown by the Almighty.
