Curiously enough, the fear of non-Halachically Observant Jews has the same connotations as in the old days when the "Blacks" were feared to take "the neighborhood over". One Black family lead to another and . . . as they say in Hebrew "shohd va shever" aka a major catastrophe.
In this instance, its not "Blacks", but "Black Hats" aka The Bad Guys (if you are an assimilitated Jew who likes to be one)will Halachically Observanat Jews will come into the neighborhood with their stores featuring kosher foods, a parochial school, more "Orthodox" synagogues, little children with peyot creeping out of their ears and young men in dark business suits and Borsalineo hats with their Tiizit "out".
