You are wrong on 2 things. The name is Indira Gandhi (not Ghanda). As Jona says, while at a political level India didnt want anything to do with Israel due to our citizens living in Arab lands and due to trade, you must know that even before 1991 (the year when India started diplomatic relations with Israel) the Indian armed forces+intelligence were closely aligned with IDF & Intelligence (since 1968 when RAW started funcitoning). Trade, Diplomacy & cultural exchanges were the only things non-existent. Plus, since 1948, a few thousand Indian jews left India to join Israel, some 2000 in the time of Mrs.Gandhi. Regarding Japan, their oil was not completely from Arab lands, it was from Iran and Venezuela. They could afford getting only away with rebuking Israel while continuing ties. India had close ties with Russia and Arab lands. Japan has a `no weapons buying` policy, whereas India had to buy weapons from Russia to fight muslim extremism.
