Its simple maths:
The Hizbollah and Hamas (not to mention Syria) have over 30,000 rockets.
These cost between $4,000 and $10,000 depending on the model.
The Iron Dome missiles cost $40,000 at the Rafael published price (in reality, probably higher).
Even if Israel had 30,000 plus of these to counter the enemy - it would cost a fortune.
Even if the Vulcan-Phalanx has a kill rate of say 50% (it is much higher) it would save a lot of lives and damage.
The catch is that there are politicians and senior functionaries in the defense establishment who see the Phalanx as a threat to future Iron Dome contracts. They would rather see Israel and her citizens under intense rocket fire, with their contracts and tenders won, than the Phalanx system successful in Israel.

But hey, this is Israel, and corruption and money come first.
