Here is an alternative that requires no explicit agreement at all.
1. Israel unconditionally acknowledges that it is right that the Palestinians have a sovereign state of their own.
2. Israel publishes a map of the border that she believes would be the very largest that the Palestinians will receive after three continuous years without an outrage being committed against Israel or her citizens. Whenever an outrage occurs, Israel will adjust the border by a very small amount, the clock is reset to 0, and the map is re-published.
3. Just what constitutes an "outrage" will be left to the courts to define on a case-by-case basis. The mechanics of determining whether or not a particular incident constitutes an outrage will be by petition to the Israeli courts and a public trial of the question.
4. Israel will spearhead investment in the Palestinian areas, regardless of the level of violence or terror. |
