I absolutely agree that my plan is too dependent on financial penalties. Other tools are needed. My only thought at this point would be a series of thresholds which trigger a change the agreement.
Example 1 Continued terroist activities in Jerusalem despite financial penalties. After X attacks, Israel observes Palestine security. With additional attacks Israel has right to control access from Palestine. etc. For all redlines, there would hopefully be a method to reset conditions is behavior changes.
