My school history lesson on Switzerland is that Switzerland was allowed to to have a government w/o a king, when kings ruled European countries. To be allowed this, Switzerland by treaty would remain neutral in all European disputes, however as I understand it Switzerland did have a significant defensive capability. In other words, Switzerland could not threaten other countries due to it`s small size and neutrality, but Switzerland would be difficult to attack. For Palestine, this analogy means that they can have a strong defensive capability, but must be limited to not threaten Israel`s territory. Also I suggested that treaty could have a documented method to financially punish either country for incursions (or targeted killings).
Just like any business contract, trust is not an implied part of the process. The goal is to give each side non-military methods to influence the other side. This is a small part of the template that would be voted on & details could be negotiated.
