You compare Israel commemorating the bombing of King David to celebrations for Samir Kuntar? Kuntar brutally shot a father in the head point blank in front of his three and a half year old daughter, drowned him in the ocean, and then smashed the young girls head against rocks to kill her.
The King David bombings were of a distinctly militart target (the part of the hotel where the British offices were concentrated) and planned for a time of day to minimize any casualties, civilian and otherwise. Moreover, the Irgun repeatedly notified the hotel and the British that it would be blown up and asked them to evacuate. The arrogance of the British led them not to evacuate or give any warning, hence the casualties, though regrettable, are less a credit to Irgun but to the British themselves.
