This is the trick, and it will be even more important if and when a peace agreement is adopted. Israel has much more control over certain Palestinian factions than they like to admit. This allows Israel to play on "both sides of the net" when they feel the need. As long as Israel is the exclusive judge and jury over every element of Israeli/Palestinian relations then the outcome will always favor Israel. As long as the ceasefire suits Israel, it will continue. When a change of plan is decided, then Israel will "choose" to respond to a "Palestinian attack".
