| It is a simple matter to pass out some handouts and appoint a handful of politicians to the cabinet to covert a troubled and amoral PM like Rabin or Sharon into a statesman. Much harder to bribe 80 members and therefore hopefully issues of lasting importance will get the consideration they deserve. As to why territorial concessions: you can repeal almost anything or increase/decrease a budget from one year to the next, but territorial concessions are essentially irreversible.
