I assume that you`re referring to the Golan Heights. Well, as far as Israel is concerned, since 1982 when she unilaterally annexed the place up to the 1973 cease-fire line. The international community recognizes it as Syrian territory up to the 1922 boundary between the Mandates of Syria and Palestine. Syria claims the Golan up to the 6/4/67 front lines between the Israeli and Syrian Armies which doesn`t correspond to anything--not even the 1949 armistice line. And you don`t want to bring the Shebaa Farms into the picture because that brings in Lebanon too. Like everything in the Middle East, it`s complicated.
In addition, there is a bill moving through the Knesset which will require a popular referendum or a 2/3rds-majority vote in the Knesset to ratify any proposed peace agreement which entails a transfer of Israeli control of territory to anybody else.
