Here is what Israel already PROMISED: If Hizballah provides good info on the whereabout of Ron Arad (likely, his burial place), Kuntar will be RELEASED. Now, how terrible a precedent would this be? And if Israel has concluded (very justifiably, from all appearances) that Hizballah did make efforts to locate Arad (who was never in their possession) but truly does not know his whereabouts, does it make sense to release him for some other real people, not only Arad? Of course it does.
