| A ratio of 10 to 1 is more than a reasonable price? I think not. It is a very difficult and risky operation for Hamas or Hizbollah to obtain even one IDF captive. Israel, on the other hand, can and does make virtually unlimited risk free arrests of Palestinians at will. This makes ratios meaningless. Each negotiation will have its own set of circumstances and attempts to set "guidelines" for future deals will not be helpful. In any case, part of the reason that the militants would capture an IDF man in the first place will be to demonstrate that the IDF is not as powerful as is often perceived. This would mean that they would not be interested in a fast, cheap deal. The longer the deal lingers, the longer Israel is disrupted by internal debate and friction. If this proves anything, it would prove that it is in Israels interest to pay the militants their asking price and end the affair as soon as possible. |
