You`re almost correct (well almost almost -- i.e., completely wrong) Iran is violating many laws by obstructing the inspection efforts of the IAEA. Any signatory to the non-proliferation treaty is obliged to allow inspection on ALL their suspected nuclear sites. After all if its all for "peace" why would they risk sanctions? Its not like they are developing new technology that the rest of the world didn`t have for 60 years.
