If the entire world imposed harsh sanctions upon Iran then this would make a difficult situation for Iran. When only half the world places sanctions on Iran, the sanctions hurt the sanctioners more than the sanctioned. The EU will merely lose the Iranian markets and Asia will pick them up. This involves minimum problems for Iran.
