Realistic steps? I don`t know how realistic you are in your assessment about assistance from the Arab league...there is nothing in their past behavior that indicates this would be so. If you consider the Saudi 2002 plan in Beirut, realistic, then you would believe in anything I suppose.
The horrible truth is that their is very little anyone can do in dealing with Hamas in the foreseeable future especially Abu Mazen & Co who sits on his ass collecting his sinecure and awaiting retirement or evading assassination or both.
The sad truth there is no one person of substantial vision and leadership on either side to take the courageous leap of faith that will be required to break this deadlock. And to pretend that there is a sure fire methodology to end this zero sum madness is pure sophistry and solipsistic fantasy.
