The `justice` system in Israel is so totally corrupt that is is delaying any action = repeatedly - until those who could bear witness are out of the country an beyond the reach of law.

Only after those who can testify against Olmert have been allowed to flee to American - which will never extradite them - will Israel make any attempt to restrain those two men accused of corrupting the government of Israel.
