Time for countries to articulate the policy for dealing with the so called `militant" gangs forming armies within states, and states claiming no responsibility for the aqctions emerging from their territory.

Here is what it should contain:

1. States are wholly responsible for the actions perpretated by organizations within their boundaries. If the government is too weak to rein in such organizations then these organizations shall be assumed to be the government.

2. An attack, regardless whether it be by its army or by an NGO, from one state upon another is an act of war.

3. A stste that has been attacked has the right to retaliate by all means at its disposal

4. Geneva convention on prisoners of war applies only to uniformed soldiers
