Hezbollah want a free rein to do whatever it wants in Lebanon.

It does not want to be the government of Lebanon, for the precise reason Lipkin-Shakak states. Hezbollah as a state within a state means that Israel cannot carpet bomb Lebanon causing massive civilian casualties. The world gets pissed off as seen in 2006. In the end the US realises it has to call Israel off as it`s popularity plunges.

Besides which Hezbollah already controls Lebanon.
