| We have seen in Lebanon what an agreement not to arm means-it means nothing to Syria, which has facilitated Hezbollah rearmament. There must be guarantees. Further, there is no peace with Syria if it can still be allowed to act through Hezbollah to attack Israel. How is that prevented? This is all possible, but there needs to be "enforcible assurance" of a real peace. |
