Actually, I took a shiur that mentioned the exact source the article refers to. Traditonally, the "dignity of the public" has been interpreted to refer to the voice of a woman singing. The article doesn`t go into the details, but as I understand it, the issue in the Talmud with women reading from the Tora in public is as the article describes it.
