I am constantly in contact with "poskim" (people that can make Halakhic decisions) and I can guarantee you that the Hatam Sofer`s statement is being taken completely out of context - those that I know, such as Rav Sion Levy, here in Panama (he is Rav Ovadia Yosef`s study partner from youth) are extremely creative and constantly try to make Halakha easy on their communities.
It was not the Hatam Sofer who said this, but King Shelomo (Solomon) - "there is nothing new under the sun".
