Both Russia and America have had nuclear material, including bombs, go missing over the course of the past twenty years. In both cases, the amount of missing material is unknown, but it is certain that there is missing material. A few years ago, the Russian minister of defense estimated as many as 100 nuclear weapons are unaccounted for since the breakup of the Soviet Union. In America, Los Alamos is the black hole. Accounting and security at Los Alamos were so lax that it became a haven for foreign agents to find employment and to carry off all manner of material. Fissionable nuclear weapons need a certain amount of care and maintenance to stay in usable condition. On the other hand, even if the bomb is past its "use by" date, you can still use the nuclear material contained therein to make a dandy "dirty bomb. Israel has a nuclear arsenal which denies access to all inspections, including American. They are estimated to have between 100 and 200 nuclear weapons.
