One of the major issues in the talks is the ability of EU monitors to access Rafah without entering from Israel. When Israel prevents the monitors from having access, Rafah is closed. If the monitors stay in Rafah Egypt, the crossing is out of Israeli control.
The Hamas people come and go to Egypt at Egyptian whim, not under the Rafah Agreement.
I don`t have a source handy, but the last I read, Hamas would allow the EU monitors back if they were stationed in Egypt, not Israel. This was considered a major concession to them. They had originally opposed any monitors at all. |
