Where do tourist throw away rubbish? Rubbish Bins! Rubbish bins must be made of material that cannot be broken by vandals at Nature Spots. As for those places frequently visited or have guard post etc., plastic bins with gabbage bags can be installed. Where are the rabbi(s)? Make it a law for rabbi(s) to preach about conservation of G-d`s creation. Of putting out fires or just carrying empty plastic bags for picnic outings and throwing it at a rubbish designated area is a must.
