Suppose I agree with you. But how then do we determine who is "innocent civilian"? Does a population, most of whom are either active or reserve soldiers classify as civilians? Does a population, every one of whom can be potentially recruited to a terrorist organization classify as innocent? There are no "innocents" in this war. This is why the word "innocent" is stripped from the definition of terrorism.
