UNSCR 1701 provides for UNIFIL to act at the behest of the Lebanese government, not the Israeli government. Those ships may carry the Lebanese flag or the Russian or the Saudi flag or the Liberian flag or the US flag or the Egyptian flag, or maybe even one of over 100 flags? |
