Megiddo is a military base, holding hundreds of Palestinian terrorists, and is off-limits to the public. Right now, the best thing that could be done is re-cover the site with dirt to preserve it for a time in the future when the Israelis have closed this facility and released all the prisoners back to their homes in the `territories` (gaza or the west bank). There is no feasible way to permit access to any tourists while the prison is operational. This is a strictly closed military area.
