With all due respect, display leads to consumption. It is practically impossible to enforce consumption of Chametz which is why I personally believe prohibiting the display of Chametz makes sense. It is easy to enforce and achieved the same end.

Yes, the law should be more consistent with the actual laws of Passover but you`ve got to start somewhere. I`d personally advocate focusing on improving the law instead of trying to tear it down.
